Tafsir of Ash-Shura 42:12

(To Him belong the keys of the heavens and the earth) – its explanation has preceded in Surah Az-Zumar, as has His saying, the Exalted: (He extends the provision for whom He wills and restricts [it]). It is also read as yuqaddir (restricts/determines) with the tashdid (doubling of the letter).

(Indeed, He is, of all things, Knowing)
