Surah Ash-Shura 42:4
ﱐ ﱑ ﱒ ﱓ ﱔ ﱕ ﱖ ﱗ ﱘ ﱙ ﱚ
To Him belongs whatever is in the heavens and whatever is in the earth, and He is the Most High, the Most Great.

"To Him belongs what is in the heavens and what is in the earth, and He is the Most High, the Most Great." (4)
"To Him" is a predicate, and according to the previously mentioned perspectives, it is an inception (istianaf) establishing His majesty, Exalted is He, and His wisdom, Mighty and Majestic is He.
