[To whom Allah will say], "O My servants, no fear will there be concerning you this Day, nor will you grieve,

(O My servants, no fear will there be concerning you this Day, nor will you grieve.)
This is a narrative of what will be proclaimed to the God-fearing who loved one another for the sake of Allah, the Exalted, on that Day. It is structured with the implied command "Say," meaning: It is said to them, "O My servants," and so on. Or, it means: "So I say to them," based on the view that the Caller is Allah, the Almighty and Majestic, as an honor to them.
Al-Mu'tamir ibn Sulayman reported that when people are resurrected, there is no one among them who is not in a state of terror. Then, a caller cries out, "O My servants," and so on. Consequently, all people hope that it is directed at them, until this is followed by the saying of Allah, the Exalted: [69 - Who believed in Our verses and were Muslims].
