Tafsir of Ad-Dukhan 44:19

And do not be arrogant toward Him—Glory be to Him—by treating His revelation—Exalted is His Majesty—and His Messenger—peace be upon him—with contempt.

(And that) is like the one preceding it, and the meaning is based on the masdariyyah (infinitive) construction, implying: "Desist from exalting yourselves against Allah, Exalted is He."

"Indeed, I bring you a clear authority" (19): This is a justification for the prohibition. It means: "I bring you a manifest proof that there is no way to deny, or one that clarifies the truthfulness of my claim."

(And I bring you) is read in the form of the active participle (fa'il) or the present tense (mudari'). It is not hidden how excellent the mention of "The Trustworthy" (al-amin) is alongside the "delivery" (al-ada'), and "authority" (al-sultan) alongside "exaltation" (al-'ala'). The mention of "that" (an) in the first instance is a tarshi' (reinforcement) for the explicit or implied metaphor, as if they were property belonging to another, in the hand of one ordered to hand it over to whom it is entrusted. In the second instance, there is a tawriyah (double entendre) regarding the meaning of "possession/kingdom" (mulk), reinforced by his saying: "And do not exalt yourselves."

A group recited ( anni ) with an open hamza. It has been said that this is also a justification for the prohibition, with the implied meaning of the letter lam (for the reason that). It has also been said: It relates to that which is encompassed by the prohibition, similar to your saying to someone who became angry at being told the truth: "Do not be angry because the truth was told to you."
