"Seize him" is based on the implied speech, and the one addressed is the guardians (Zabaniyah), meaning: It is said to them, "Seize him."
"And drag him" (i.e., pull him with force). Al-Raghib said: Al-'atl is taking hold of something by its central parts and pulling it with force. Some interpret it as pulling by the garment, but that is not a necessary condition; the core meaning is pulling while holding with violence. Al-A'mash and Mujahid said: The meaning of 'at'tulu-hu is "break him," just as firewood is broken.
The manifest view is that it contains an inclusion (tadmin), or that the prepositional phrase relates to "seize." The first meaning is the most well-known. Zayd ibn Ali, the two Hijazis (Nafi' and Ibn Kathir), Ibn Amir, and Ya'qub recited fa-'tulu-hu with a damma on the ta'. This was also narrated from Al-Hasan, Qatada, and Al-A'raj, treating it as belonging to the category of qa'ada (first-person/second-person vowel shift), while the recitation of the majority belongs to the category of nasara. They are two dialects.
"To the middle of the Hellfire."
It means its center. It is called sawa' (middle/level) because all its sides are equidistant from it.
