This [Qur'an] is enlightenment for mankind and guidance and mercy for a people who are certain [in faith].

(This), meaning the Quran, (is insights for mankind), for what it contains of the hallmarks of religion and the rites of the laws is like the insights in hearts. It is also said that the reference is to following the law, and the statement is a case of eloquent simile. The predicate is pluralized in both interpretations in consideration of the multiplicity of what the subject includes. It is also an infinitive (acting as a noun) attributed to the general, and it is predicated by multiple things as well.
It was also read as (These), meaning the verses, (and guidance), a significant guide out of the quagmire of misguidance, (and mercy), a great mercy, (for a people who are certain), whose state is characterized by having certainty in matters.
