Muhammad: (11) That is because Allah...

(That) is a reference to the establishment of the like of the consequences or the punishment of the previous nations for these people.

It is said: It is a reference to the victory, and it is as you see. (Because Allah is the Protector of those who believe), meaning: their Helper against their enemies. It is also recited as (The Guardian of those who believe). (And that the disbelievers have no protector), so He does not repel from them the punishment and torment that has befallen them. This does not contradict the saying of the Exalted: (Then they are returned to Allah, their true Master), because the word "Master" (Mawla) there means the Owner, so the negation and the affirmation do not converge upon a single meaning.
