(And those who disbelieved and denied Our signs)—the Quranic ones, among which are those texts previously recited that explicitly command justice and piety. Some have interpreted the "signs" as the miracles with which Allah, the Exalted, supported His Prophet (peace and blessings be upon him).

(Those)—described by what has been mentioned—(are the companions of the Blaze), meaning those who are enveloped by the intensely blazing Fire in an eternal state of association.

The relative pronoun is the first subject (mubtada'), the demonstrative pronoun is the second subject, and what follows it is the predicate of the second; the entire sentence acts as the predicate for the first subject. The sentence was not brought within the context of a threat in the same manner as the preceding sentence was brought in the context of a promise, in order to sever their hope.

The mention of the condition of the disbelievers after the condition of the believers—as is the exalted Quranic tradition—serves to fulfill the requirement of the invitation (da'wah) and to comfort the hearts of the believers by placing the companions of the Fire as enemies [who are positioned] below them.
