Allah has promised those who believe and do righteous deeds [that] for them there is forgiveness and great reward.

Tafsir

This is a supplementary sentence clarifying the second object of the verb "promised," which has been omitted. It is as if it were said: "What has He promised them?" and it was replied: "Forgiveness, etc."
It is possible that the object is simply left out, and the meaning is: "He has presented them with a promise," which is what lies between the aforementioned sentence and the following one. It is also permitted that it be the object of "promised" based on the fact that it carries the meaning of "said," or because the intent is to narrate it, for that which carries the meaning of speech is narrated as such according to the Kufans. It is also possible that the verb "saying" is implied, meaning: "He promised them, saying that regarding them," in which case it serves as a report of its establishment for them, which is more emphatic.
It has also been said: "This statement is spoken to them to alleviate the agonies of death for them."
