Surah Al-Ma'idah 5:98
ﱶ ﱷ ﱸ ﱹ ﱺ ﱻ ﱼ ﱽ ﱾ
Know that Allah is severe in penalty and that Allah is Forgiving and Merciful.

(Know that Allah is severe in punishment)
This is a warning to anyone who violates His sacred prohibitions or persists in doing so. Punishment, as has been said, is harm accompanied by disdain and humiliation. It is called ‘iqāb (punishment) because it is deserved immediately following the sin.
(And that Allah is Forgiving, Merciful)
This is for those who observe the preservation of His sacred boundaries and desist from violating them. The reason for presenting the warning before the promise [of forgiveness and mercy] is manifest.
