If generality were intended, the object would not have been mentioned, and the elegance of the parallel would not have appeared. Ibn Atiyyah said: The meaning is, "Are they the ones who created things, and thus they grow arrogant?" Then, he singled out the heavens and the earth from those things because of their greatness and nobility among all created beings. In this is what you have heard.
(Nay, but they have no certainty.)
Meaning: When they are asked, "Who created you and created the heavens and the earth?" they reply, "Allah." Yet, they are not certain of what they say; for had they been certain, they would not have turned away from His worship, the Exalted. Indeed, whoever knows his Creator and is certain of Him obeys His command and submits to Him.
