Surah At-Tur 52:37

ﱬ ﱭ ﱮ ﱯ ﱰ ﱱ ﱲ

Or have they the depositories [containing the provision] of your Lord? Or are they the controllers [of them]?

Al-Tur: (37) "Or do they possess the treasuries of your Lord..."

(Or do they possess the treasuries of your Lord): Meaning the treasuries of His provision and mercy, such that they may bestow Prophethood upon whomever they wish and withhold it from whomever they wish. Al-Rummani said: His treasuries are His acts of creation and divine determination. Ibn Atiyyah said: The meaning is, "Or do they possess independence from God in all matters?" For wealth, health, honor, and other things are from the treasuries of God. Al-Zuhri said: He intends by "treasuries" knowledge, and Abu Hayyan deemed this interpretation sound. What is to be understood from it will come later, God willing.

Meaning the masters who prevail, such that they manage the affairs of Lordship and base matters upon their own will and desire. The musaytir (controller) is the one who prevails. In the same vein is the statement of Ibn Abbas: "The one who is empowered and dominant." It is derived from saytara (to control) over something, meaning to watch over it and stand guard upon it. It is not a diminutive, as is mistakenly imagined. No words come in this morphological pattern except for five: four adjectives—muhaymin (guardian), musaytir (controller), mubayqir (one who tears open), and mubaytir (veterinarian)—and one proper noun, mujaymir, which is the name of a mountain. The majority recited it as (al-musaytirun) with the letter sad (ص) due to the presence of the emphatic letter ta (ط). Khalaf, and Khallad on the authority of Hamzah, recited it with ishmam (blending the sounds of sad and zay), with a difference of opinion regarding the zay.
