And the Overturned [City], He Overthrew

"And the Overturned [city]" refers to the cities of the people of Lot. It was named as such because it i'tafakat (overturned) with its inhabitants, meaning it turned upside down upon them. From this root comes al-ifk (the lie/falsehood), because it turns the truth upside down. It is also permissible that the intended meaning of "the Overturned" is any [city] whose dwellings were turned over and whose places were effaced.

Al-Hasan read it as al-mu'tafikat (the Overturned ones), in the plural.

"He overthrew" means He cast it down to the earth after having raised it upon the wing of Gabriel, peace be upon him, toward the sky. Al-Mubarrad said: He caused it to fall.

The apparent interpretation is that ahwa (He overthrew) is the operative verb governing al-mu'tafika (the Overturned), and the governor was delayed because it is a verse-ending (fasilah). It is also permissible that al-mu'tafika is a conjunction to what precedes it, and ahwa along with its subject forms a sentence in the position of a circumstantial qualifier (hal), either with an implied qad (already/indeed) or without it, clarifying the manner of their destruction.
