Surah Al-Qamar 54:41

ﲡ ﲢ ﲣ ﲤ ﲥ

And there certainly came to the people of Pharaoh warning.

"And indeed, there came to the people of Pharaoh the warnings."

Their story is introduced with the emphatic particle of oath to highlight the utmost importance of the matter, due to the magnitude of the signs contained therein, their frequency, the terror of the punishment they encountered, and the strength of their necessity for admonition.

Limiting the mention to the "people of Pharaoh" suffices, for it is known that he himself is more deserving of this [warning], as he is the pinnacle of tyranny and the extent of [claiming] divinity. As for the claim that this is an allusion to his submission [to Islam], it is something not to be regarded.

Regarding "the warnings" (al-nudhur): If it is the plural of nadhir in the sense of "warning" (indhar), then the matter is clear, and likewise if it is a verbal noun. However, if it is the plural of nadhir in the sense of "warner" (mundhir), then it refers to Moses, Aaron, and others, because they presented to them what the messengers warned about—meaning, by Allah the Exalted, the warners came to them, or the warnings came to them, or the warning [itself] came to them.
