(They will call to them: "Were we not...")
This is an inception [of discourse] based on a question, as if it were asked: "What will they do after the wall is struck and they witness the torment?" It is said: The hypocrite men and hypocrite women will call out to the believing men and believing women: "Were we not..." in the worldly life, "...with you?" By this, they intend to signify their outward conformity to them.
(They will reply: "Yes,") you were with us as you say, ("but you tempted yourselves")—you tested them with hypocrisy and destroyed them—("and you waited") for misfortunes to befall the believers, ("and you doubted")—you fell into uncertainty regarding the affairs of the religion—("and [false] hopes deluded you")—the empty hopes, among which was the desire for the collapse of Islam.
Ibn Abbas said: ("You tempted yourselves") with desires and pleasures; ("and you waited") to repent; ("and you doubted")—Mahbub al-La’i said: You doubted in Allah; ("and [false] hopes deluded you")—prolonged expectations. Abu Sinan said: You kept saying, "We will be forgiven," until the command of Allah—that is, death—came. ("And the Deceiver deluded you regarding Allah")—Satan said to you: "Indeed, Allah is Pardoning, Generous; He will not punish you."
Qatada said: They remained in a deception of Satan, and by Allah, they did not cease in it until Allah the Exalted cast them into the Fire.
Simak bin Harb read al-ghurur with a damma [on the ghayn]. Ibn Jinni said: It is like his saying, "The delusion [al-ightirar] deluded you regarding Allah the Exalted." Its estimation is based on the omission of the genitive, meaning: "The safety of the delusion deluded you regarding Allah the Exalted," and its meaning is: "Your safety from Him is your delusion."
