Tafsir of Al-Hadeed 57:9

(He is the One who sends down upon His servant) according to what occurs to you of benefits, (clear verses) which are evident. The apparent meaning is that they are the verses of the Quran, though it is said they are miracles. (To bring you out)—meaning Allah the Exalted, as He is the One referred to, or [it refers to] the servant due to proximity of mention—(from darkness), meaning from the darkness of disbelief, (into the light) of faith.

It was read in the Seven [canonical readings] as yunazzilu (present tense), with some reciting it with a heavy [geminated] form and some with a light form. Al-Hasan recited it with both ways, while Zayd ibn Ali and al-A‘mash recited it as anzala (past tense).

(And indeed, Allah is to you full of kindness and mercy)—the superlative of kindness and mercy, for He has removed from you the obstacles to the happiness of the two abodes and has guided you toward them in the most perfect manner. It was read in the Seven as ra’uf (with two waws).
