[Allah will say], "Seize him and shackle him.

Al-Haqqah: (30) "Seize him, and shackle him."
"Seize him": It is based on the omission of the verb of saying, meaning: God Almighty will say to the keepers [of Hell], "Seize him."
"And shackle him": Meaning, bind him with shackles.
