{ And Moses said, } – this is the beginning of a discourse brought forth to detail what was summarized previously.

{ O Pharaoh, indeed I am a messenger } – meaning, to you all, as is implied by [the context of] "I have come to you," or to you specifically, as is implied by [the address]— { from the Lord of the worlds } – meaning, their Master and the Possessor of their affairs.
