Tafsir of Al-A'raf 7:197

(And those you call upon besides Him) i.e., those whom you worship or those whom you call upon besides Him, Glorified and Exalted be He, for the purpose of seeking their aid in the manner I have commanded you, (do not have the power to help you) in any matter whatsoever. This includes the aforementioned matter [of guidance and harm] as a primary inclusion, and it is permissible to restrict it solely to that, (nor can they help themselves) if they are afflicted by any incident.
