Tafsir of Al-Ma'aarij 70:25

"For the one who asks" refers to the person who requests assistance.

"And the deprived" refers to the person who does not ask, and thus is presumed to be wealthy and is consequently deprived [of charity]. Its usage in this context is by way of metonymy (kinayah). It is not permissible to intend by it "those whom others deprive," because that would necessitate a contradiction, as is not hidden.
