Surah Nuh 71:15
ﱛ ﱜ ﱝ ﱞ ﱟ ﱠ ﱡ ﱢ
Do you not consider how Allah has created seven heavens in layers

Have you not considered how Allah created seven heavens in layers?
That is, one above the other. To interpret "layers" (al-tabaq) as "conformity" in beauty, containment of wisdom, and excellence of craftsmanship—as in [the verse], "You do not see in the creation of the Most Merciful any inconsistency"—is a departure from the apparent meaning upon which the reports have unanimously agreed, without any necessity to do so.
