Al-Muzzammil: (19) Indeed, this is a reminder...

"Indeed, this" is a reference to the verses containing the aforementioned admonitions—a reminder, meaning an exhortation. "So whoever wills may take a way to his Lord," by drawing near to Him, the Exalted, through faith and obedience, for that is the path leading to His pleasure, the Mighty and Majestic.

The object of "wills" is elided, and it is well-known in such instances that one should estimate it from the same genus; that is: "So whoever wills to take a way to his Lord, the Exalted, let him take [it]," and so on. Some have estimated it as "admonition" due to the relevance of what preceded it, meaning: "So whoever wills to be admonished, let him take a way to his Lord." The intended meaning is that whoever intends to obtain admonition, let him draw near to Him, the Exalted; thus, the cause is mentioned while the effect is intended, for that is the recompense in reality.

The author of al-Bahr chose what is well-known and stated that the speech is in the sense of a promise and a warning.
