Tafsir of Al-Qiyamah 75:38

"Then he was a clinging substance," meaning by the power of Allah the Exalted, just as the Exalted has said: "Then We created the sperm-drop into a clinging substance." "And He created," meaning Allah the Almighty ordained by making it—Glory be to Him—formed, then He fashioned it, balanced it, and perfected it.
