And We determined [it], and excellent [are We] to determine.

Tafsir
Verse range: 77:23
"So We determined, meaning: We determined that a determination; 'So excellent are the determiners,' meaning: So excellent are We as the determiners of it."
It is permitted that the meaning is: "So We were capable of that, so excellent are We as the ones capable of it." The first [interpretation] is more appropriate due to the recitation of Ali (may Allah honor his face), Nafi', and al-Kisa'i with the tashdid (faddarna), and due to the saying of the Almighty: "From a sperm-drop He created him, then determined him" (80:19), and His saying: "To a determined term" (77:22). This adds to its magnification by making the objective itself the intended end, so it is said: "So We determined that a determination," meaning: a determination indicating the perfection of power and the perfection of mercy.
The discourse regarding power had already been completed in His saying: "Did We not create you?" (77:20). Al-Tibi's assertion in preferring the second [interpretation]—that establishing power is more appropriate because the speech is directed at deniers—has no basis, as no one denies this power. And even if it were conceded, they have already been confronted with it through His saying: "Did We not create you?" So contemplate this.
