"Has there reached you the story of Moses?" This is a resumption of speech intended to console the Messenger of Allah, may Allah exalt him and grant him peace, regarding the denial and threats of his people, by suggesting that they might be struck by the same fate as those who were stronger and mightier than them.
The meaning of "Has there reached you..."—if we consider this to be the first time the story has reached him, peace and blessings be upon him—is an encouragement for him to listen to the account, as if it were said: "Has his story reached you? I shall inform you of it."
If we consider that the story had reached him before this—which is what the conciseness in the narration suggests—then it is as if it were said: "Has his story not already reached you?" In either case, the word "Hal" (Has) does not carry the meaning of "Qad" (Indeed).
