{إِنَّمَا أَنتَ مُنذِرُ مَن يَخْشَاهَا} is a confirmation of what preceded it, in His, the Exalted’s, saying: {فِيمَ أَنتَ مِن ذِكْرَاهَا}, a verification of what is intended by it, and an exposition of his function—upon him be prayer and peace—in that matter. Indeed, the denial that he, the Exalted, is involved in any part of its remembrance might suggest by its literal appearance that he, upon him be prayer and peace, has no duty to mention it in any way. This was dispelled by clarifying that what is negated regarding him—upon him be prayer and peace—is the remembrance of it by specifying its time, as they used to ask him about it.
The meaning is: "You are only a warner to those who fear it and dread its terrors; your function is to comply with what you were commanded of clarifying its approach and detailing the various kinds of terrors it contains, as you are cognizant of them, not as an informer of its time, which has not been delegated to you." So why do they ask you about that for which you were not sent and whose matter was not delegated to you?
According to the second interpretation, it is a confirmation of the Almighty’s saying: {أَنتَ مِن ذِكْرَاهَا}, by clarifying that his mission—upon him be prayer and peace—he being the Seal of the Prophets, peace be upon them, is that of a warner of the coming of the Hour, as indicated by his saying—upon him be prayer and peace: "I and the Hour have been sent like these two," and "It almost precedes me."
The apparent meaning according to the first interpretation is that the restriction is of the described upon the attribute; the meaning being: "You are only a warner, not an informer of the time nor an explainer of it." The relative clause of the "warner" was only mentioned to show that it has a role in the restriction, because the discourse concerns a specific type of warning and the negation of a specific type of informing that corresponds to it.
As for it being a restriction of the attribute upon the described—based on what comes to mind from the words of al-Sakkaki, that the meaning is: "You are only a warner to the one who fears, not the one who does not fear," meaning: "You are not a warner except to those who fear, and not others"—this is appropriate for the context, although it has been objected that "the one who fears" (man yakhsha-ha) from the relative clause of "warner" is not a dependent of "inma" (only) in any way, so as to make the final part being restricted to the warning. If this were true, it would necessitate the incorrectness of what was established; but there is debate regarding its validity, as it would also necessitate that "He is only the servant of Zayd, not ‘Amr," and "He is only striking ‘Amr, not Zayd," would be incorrect, despite the fame of such usage without denial. So, contemplate this.
The apparent meaning according to the second interpretation is that "inma" is merely for emphasis, increasing the concern for the predicate, and is not for restriction, as there is no apparent purpose for such a restriction according to what has been said.
