{And when the scrolls are spread open}

That is, the scrolls of deeds. Ibn al-Mundhir narrated from Ibn Jurayj that he said: "When a human dies, their scroll is folded; then, on the Day of Resurrection, it is spread open, and they are reckoned according to what is within it."

It has also been said that "spread open" means they are distributed among their owners. Regarding this, it is reported from Marthad ibn Wada‘ah: "When the Day of Resurrection arrives, the scrolls will fly out from beneath the Throne. The scroll of the believer will fall into their hand in a lofty garden, and the scroll of the disbeliever will fall into their hand in scorching fire and boiling water." This means that is what is written within them; these are scrolls other than the scrolls of deeds.

Ibn Kathir, Abu ‘Amr, Hamzah, and al-Kisa’i read nushshirat (spread open) with an intensified form (shaddah) to emphasize the spreading in both of its aforementioned meanings, or due to the sheer number of scrolls, or the intensity of their flying about.
