Who created you, proportioned you, and balanced you?

(He) who created you and proportioned you. F'addalaka (and balanced you) is a second attribute confirming Lordship, elucidating generosity, and gesturing toward the validity of what was denied regarding resurrection and recompense. It serves as a precursor to what follows, as it alerts [the reader] that He who was capable of that in the beginning is more capable of re-creating it.

Taswiyah (proportioning) is the making of the limbs sound, intact, and prepared for their functions; it is, in origin, making things equal so that they conform to wisdom and its requirements in a way that perfects them.

‘Adalaka (balancing you) means [balancing] some parts with others such that they are moderate—derived from the verb ‘adala when one says, "I balanced such-and-such with such-and-such," meaning I made them equal—or it means "diverting" you from a form not suitable for you, derived from ‘adala in the sense of diverting or turning away. Al-Farisi inclined toward the first [interpretation], while al-Farra’ inclined toward the second.

More than one of the seven [qira'at] read it as ‘addalaka with a shaddah (emphasis), meaning: He made you moderate and proportionately created, with no disparity therein. Al-Qaffal narrated from some that ‘adala and ‘addala share the same meaning.
