ﳑ ﳒ ﳓ ﳔ
And when they passed by them, they would exchange derisive glances.

Al-Mutaffifin: (30) "And when they passed by them..."
"And when they passed" — that is, the believers — "by them" — that is, by those who committed crimes, while they were in their gathering places — "they winked at one another," meaning they would signal to each other with their eyes in mockery of the believers.
Attributing the pronoun in "they passed" to the believers and the pronoun in "by them" to the criminals is the most apparent interpretation and the most consistent with the narration regarding the occasion of the revelation. Abu Hayyan suggested the opposite, justifying it by the consistency of the pronouns.
