Surah Al-Mutaffifeen 83:32
ﳝ ﳞ ﳟ ﳠ ﳡ ﳢ
And when they saw them, they would say, "Indeed, those are truly lost."

Al-Mutaffifin: (32) And when they saw them, they said...
"And when they saw them"—meaning when they saw the believers wherever they were—"they said, 'Indeed, these are truly astray.'"
They mean the believers in a general sense, not specifically those whom they saw, and the emphasis is for the sake of greater concern in reviling them.
