Tafsir of Al-Burooj 85:13

"Indeed, it is He who originates and repeats." This means that He, Majestic and Exalted is He, originates creation through bringing it into existence, and—glorified be He—He repeats it through the gathering on the Day of Resurrection, as stated by Ibn Zayd and al-Dahhak. Alternatively, it means He originates everything that is originated and repeats everything that is repeated, as stated by Ibn Abbas, without anyone else having any input in either of the two. Whoever is as such, His seizing must be of the utmost severity.

Or, it means He originates the seizing of the disbelievers in this world, then repeats it in the Hereafter. In both interpretations, the sentence is in the position of providing the rationale for what preceded it. Its aspect in the second interpretation is clear, and regarding the first, we have already indicated it. It has been said that the rationale for it being the first interpretation is that the repetition is for the purpose of recompense, thus it entails the seizing, though this is not very strong.

From Ibn Abbas, it is narrated: He originates the punishment upon the disbelievers and repeats it upon them, such that the Fire consumes them until they become charcoal, then He, Majestic and Exalted is He, restores them as a new creation. There is some ambiguity in this, even if the status of the sentence according to this view is of the utmost clarity. The usage of "yubdi'u" (originates) alongside "yu'idu" (repeats) is sound, even if it has never been heard [in that specific form], as has been explained in its proper place. Abu Zayd narrated that it was recited as "yabda'u," from "bada'a" (a triliteral verb), which is what is heard [in common usage], but that reading is anomalous.
