Surah Al-A'la 87:11

ﱁ ﱂ

But the wretched one will avoid it -

And the most wretched will avoid it.

"And he will avoid it," meaning he will avoid the Reminder and keep his distance from it. "The most wretched" is the disbeliever who persists in denying the Hereafter and the like, being certain of the negation of such matters, which necessitates fear [of God] in any way. He is the most wretched type of disbeliever.

It is said that it refers to the disbeliever who is deeply immersed in hostility toward the Messenger—may God Most High grant him peace and blessings—such as al-Walid ibn al-Mughirah and ‘Utbah ibn Rabi‘ah, and it has been narrated that the verse was revealed concerning them, as he is more wretched than one who is not deeply immersed [in hostility].

It is also said that it refers to the disbeliever in general, for he is more wretched than the sinner. Furthermore, it is said that the one being compared [as being less wretched than him] are the disbelievers of other nations, for since the believer of this nation is more fortunate than their believers, the disbeliever of this nation is more wretched than their disbelievers.

The most sound view, in my estimation, regarding the intended meaning of "the most wretched" is what has already preceded.
