His saying, Exalted is He, "You are not over them a controller" is a confirmation for him and a realization of the meaning of the warning. That is: you are not an authority over them to compel them to what you wish, just as His saying, Exalted is He, "And you are not over them a tyrant."
The majority read bi-musaytir with the letter Sad and a kasra on the Ta'. The root is Sin, and the Sad is a substitution for it, for it is derived from satara in the sense of domination; it is said, "He satara over him" when he dominates him.
Hamzah read it, in one narration, by mixing the Sad with the sound of a Zay, and Harun read it with a fatha on the Ta', which is the dialect of Tamim. In their dialect, saytara is transitive, and this is indicated by their saying tasaytara to denote the reflexive form.
