Tafsir of Al-Fajr 89:11

{Those who transgressed within the lands}: It is either in the genitive case as an adjective for those previously mentioned, [namely] ‘Aad and those after them; or it is in the accusative or nominative case as an expression of dispraise—meaning, every tyrant among them transgressed within the lands. The same applies to the discourse regarding His, the Exalted’s, saying:
