Surah Al-Lail 92:15
ﱘ ﱙ ﱚ ﱛ
None will [enter to] burn therein except the most wretched one.

(لا يَصْلاهَا إِلَّا الأَشْقَى)
The intended meaning is the disbeliever, for he is more miserable than the sinner (fāsiq), and his description by the Exalted’s saying: (الَّذِي كَذَّبَ وَتَوَلَّىٰ) clarifies that.
