The Story of Thamud Allah states here that,
كذبت ثمود بالنذر
Thamud denied the warnings. i.e. the people of Thamud denied their Messenger Salih,
فقالوا أبشرا منا واحدا نتبعه إنا إذا لفي ضﻼل وسعر
