Surah At-Tawbah 9:87



ﱁ ﱂ ﱃ ﱄ ﱅ ﱆ ﱇ ﱈ ﱉ ﱊ ﱋ

They were satisfied to be with those who stay behind, and their hearts were sealed over, so they do not understand.

رضوا بٲن يكونوا مع الخوالف

They are content to be with those who sit behind.

وطبع على قلوبهم

Their hearts are sealed up, because of their staying away from Jihad and from accompanying the Messenger in Allah's cause,

فهم ﻻ يفقهون

so they understand not. they neither understand what benefits them so that they perform it nor what hurts them so that they avoid it
