Surah Az-Zukhruf 43:79
ﱨ ﱩ ﱪ ﱫ ﱬ
Or have they devised [some] affair? But indeed, We are devising [a plan].

The allusion is to the plans that the chiefs of the Quraish were devising in their secret assemblies in order to take a decisive action against the Holy Prophet.
