And if Allah had willed, He could have made you [of] one religion, but He causes to stray whom He wills and guides whom He wills. And you will surely be questioned about what you used to do.

Tafsir
Verse range: 16:93
Know that when the Almighty commanded them to fulfill covenants and prohibited their breach, He followed it by clarifying that He is capable of uniting them upon this fulfillment and upon all other types of oaths. However, by the decree of Divinity, He misguides whom He wills and guides whom He wills.
As for the Mu'tazila: They interpreted this to mean compulsion (ilja'). That is, if He had willed to compel them to faith or disbelief, He would have been capable of it. However, this invalidates accountability (taklīf), so He did not compel them to what He did, leaving the matter to their choice in these obligations.
As for the position of our companions (Ahl al-Sunnah): It is apparent (as stated). This debate has been repeated many times. Al-Wahidi narrated that 'Uzaīr said: "O Lord, You created creation, then You misguide whom You will and guide whom You will." He replied: "O 'Uzaīr, turn away from this." He repeated it a second time, and He said: "Turn away from this." He repeated it a third time, and He said: "Turn away from this, or else I will erase your name from prophethood."
The Mu'tazila said: What indicates that this Will refers to the Will of Compulsion is that He said immediately after it: {And if Allah had willed, He would have made you [one nation]}. If the actions of the servants were created by Allah Almighty, then questioning them about it would be futile, and the answer to that has preceded many times. And Allah knows best.
[93] {And do not take your oaths as a means of deceit among yourselves, lest a foot slip after it has been firmly planted, and you taste evil because you diverted [people] from the way of Allah, and for you will be a great punishment.}
{And do not sell the covenant of Allah for a small price. Indeed, what is with Allah is better for you, if you only knew.}
{What is with you will end, but what is with Allah will remain. And We will surely reward those who were patient their reward according to the best of what they used to do.}
{Whoever does righteousness, whether male or female, while he is a believer - We will surely give him a good life. And We will surely reward them their reward according to the best of what they used to do.}
