Verse range: 21:19-20
There are two views:
This means that all accountable beings in the heavens and the earth are His servants. He is the Creator of them and the Bestower of all kinds of blessings upon them. Therefore, obedience and submission to His judgment are obligatory upon all of them.
This is indicated in three ways, which have already been explained in Surah Al-Baqarah.
This refers to the Angels, by the consensus of the Ummah. This is because Allah described them as: {They glorify the night and the day, not flagging/ceasing} (a description not fitting for humans).
This "nearness" ('Indiyyah) is a nearness of honor and rank, not nearness of physical location or direction. It is as if Allah is saying: The Angels, despite their perfect honor and ultimate majesty, do not disdain His worship, so how fitting is it for weak humans to rebel against obeying Him?
Al-Zajjaj said: They do not become weary, tired, or exhausted.
The author of Al-Kashshāf asked: If Istihsār (becoming utterly exhausted) is an intensification of Husr (exhaustion), then is it not more eloquent to negate the slightest degree of exhaustion from them?
Answer: The use of Istihsār (in the root concept) clarifies that what they are engaged in (worship) necessitates the utmost degree of exhaustion, and they are worthy of such arduous acts of worship that they should become exhausted in what they do.
As for the statement {They glorify the night and the day, not flagging/ceasing}, the meaning is that their glorification is continuous and constant throughout all their time, not interrupted by idleness or other occupations.
It is narrated that Abdullah ibn al-Harith ibn Nawfal said: I asked Ka'b [al-Ahbār]: What about Allah’s saying: {They glorify the night and the day, not flagging/ceasing}, and then He says: {Making the Angels messengers} (Fatir: 1)? Does this message-bearing not prevent them from this glorification? Also, He says: {Those upon them is the curse of Allah, the Angels, and all people} (Al-Baqarah: 161). How can they be engaged in cursing while engaged in glorification?
Ka'b al-Ahbār replied: Glorification for them is like breathing for us. Just as our engagement in breathing does not prevent us from speaking, their engagement in glorification does not prevent them from other deeds.
Objection Raised: This analogy is not sound because engagement in breathing does not prevent speech as the apparatus of breathing is different from the apparatus of speech. However, glorification and cursing are both types of speech, so their combination is impossible.
Answer: What is so far-fetched about Allah creating many tongues for them, with some they glorify Allah, and with others they curse the enemies of Allah?
Alternatively, the meaning of {lā yafturūn} (not flagging/ceasing) is that they do not cease in their resolve to perform the worship at its appropriate times, just as it is said: "So-and-so is diligent in congregational prayers, he does not cease from it," meaning he is constantly resolved to perform them at their appointed times, not that he is perpetually engaged in them.
