Surah Ar-Rum (The Romans): Verse 14

Then He clarified another matter that will occur on that Day, which is the separation, just as Allah the Exalted said in another verse: {And separate yourselves this Day, O criminals} (Yasin 36:59).

It is as if this state (separation) follows the despair (Iblās). So, first, they will despair, and then they will be distinguished and separated—one group into Paradise and another group into the blazing Fire.

He repeated the phrase {And the Day the Hour is established} because the establishment of the Hour is a terrifying event. This repetition serves to emphasize the warning. This is similar to how orators habitually repeat the mention of the Day of Resurrection in their sermons to remind people of its horrors.
