Surah Luqman 31:7
ﱴ ﱵ ﱶ ﱷ ﱸ ﱹ ﱺ ﱻ ﱼ ﱽ ﱾ ﱿ ﲀ ﲁ ﲂ ﲃ ﲄ
And when our verses are recited to him, he turns away arrogantly as if he had not heard them, as if there was in his ears deafness. So give him tidings of a painful punishment.

Luqman: (7) And when Our verses are recited to him...
That is, he buys idle talk, while the clear truth comes to him free of charge, yet he turns away from it. If you reflect upon this, you understand the elegance of this statement: the buyer seeks what he purchases, even though he must pay a price for it. But for that which comes to him without him seeking it or paying anything, he does not seek it. Furthermore, a rational person ought to seek wisdom by whatever means he finds it and purchase it, yet these people were not seeking it. And when it came to them freely, they would not listen.
Moreover, there are degrees [of rejection] in this: 1. **Turning away from wisdom**, which is reprehensible. 2. **Arrogance**. If someone buys the tales of Rustam and Bahram and needs them, how can he be self-sufficient regarding wisdom to the extent that he becomes arrogant toward it? A person only becomes arrogant toward speech if he can say, "I say the like of that." So, how can one who cannot produce such idle tales be arrogant toward the sublime wisdom that comes from God? 3. His statement, **{as if he had not heard it}**: This describes the arrogant person who pays no attention to the speech and makes himself as if he were heedless. 4. His statement, **{as if there were a deafness in his ears}**: This indicates an even deeper level of aversion.
Then the Almighty said: **{So give him tidings of a painful punishment}**. Meaning, he has a humiliating punishment. You (O Prophet) give him the tidings and warn him. Or, it is said: Since his condition is this, **{so give him tidings of a painful punishment}**.
{Indeed, those who have believed and done righteous deeds - for them are the Gardens of Bliss, * Abiding therein eternally. [This is] the true promise of Allah. And He is the Exalted in Might, the Wise.} (7)
**{Indeed, those who have believed and done righteous deeds}**: This contrasts with the previous description of the heedless one. **{for them are the Gardens of Bliss}**: A reward for their faith and actions. **{Abiding therein eternally}**: Emphasizing the permanence of the reward. **{This is the true promise of Allah}**: Affirming the certainty of this promise. **{And He is the Exalted in Might, the Wise}**: His Might ensures the fulfillment of the promise, and His Wisdom dictates the appropriate reward for the deeds.
