Surah Ya seen 36:10

ﲖ ﲗ ﲘ ﲙ ﲚ ﲛ ﲜ ﲝ

And it is all the same for them whether you warn them or do not warn them - they will not believe.

Yā Sīn: (10) And it is all the same to them whether you warn them...

Then, the Almighty clarified that warning is of no benefit to them, given what God has done to them through sealing, blocking, covering, and blinding. This is stated in His words:

{ And it is all the same to them whether you warn them or do not warn them; they will not believe. }

This means that warning them or not warning them is equal concerning their faith, as faith does not exist in them under either condition.

If one asks: If warning and not warning are the same, why issue the warning?

We reply that we have answered this elsewhere: God Almighty said, { It is all the same to them } ('alayhim), and He did not say, "It is all the same to you." Therefore, warning, in relation to the Prophet (PBUH), is not the same as not warning. This is because one (warning) absolves him of responsibility and is a cause for the increase of his rank immediately and his happiness in the Hereafter.

However, regarding them, the warning and its absence are equal. The warning from the Prophet (PBUH) is so that he may fulfill what is incumbent upon him and attain the reward for warning, even if they do not benefit from it because ruin has been decreed for them in the eternal abode.

Then the Almighty said:

{ You can only warn those who follow the Reminder and fear the Most Merciful unseen. So give good tidings to him of forgiveness and a noble reward. }
