Al-Hashr (The Gathering): (3)

And had it not been decreed for them...

The linguistic meaning of al-Jalā’ (exile/evacuation) is leaving one's homeland and moving away from it.

If one argues: The particle lawlā (had it not been for) implies the negation of something due to the affirmation of something else. Therefore, the affirmation of exile necessitates the absence of punishment in this world. However, exile itself is a form of punishment. Thus, the affirmation of exile leads to the negation of punishment, which is impossible.

We respond by saying: The meaning is: "And had it not been decreed by God upon them exile, He would have punished them in this world with killing, just as He did with their brethren, Banu Qurayza."

As for His statement: "And for them in the Hereafter is the punishment of the Fire," this is a new, independent statement, not coordinated (conjoined) with what preceded it. If it were coordinated with the preceding clause, it would necessitate that [the punishment of the Fire] does not exist, based on what we have explained: that lawlā necessitates the negation of the consequence when the condition is met.

{7} That is because they opposed Allah and His Messenger. And whoever opposes Allah—indeed, Allah is severe in penalty.
