The meaning is that first: he pondered, second: he estimated/decreed, and third: he looked at that which he had estimated. The preceding look is for extraction (of the idea), and the subsequent look is for estimation/decree. This is what constitutes caution/preparation. These three stages are related to the states of his heart.
