أي مسكينا قد لصق بالتراب من فقره وضره ، فليس فوقه ما يستره ولا تحته ما يوطئه ، روى أن ابن عباس مر بمسكين لاصق بالتراب فقال : هذا الذي قال الله تعالى ( فيه ) : { أو مسكينا ذا متربة } واحتج الشافعي بهذه الآية على أن المسكين قد يكون بحيث يملك شيئا ، لأنه لو كان لفظ المسكين دليلا على أنه لا يملك شيئا ألبتة ، لكان تقييده بقوله : { ذا متربة } تكريرا وهو غير جائز .
Translation:
(16) Or a needy person covered in dust (or: of the dust)
This means a poor person who has stuck to the dust due to his poverty and affliction, such that he has nothing above him to cover him, nor anything beneath him to lie upon.
It is narrated that Ibn Abbas passed by a destitute person clinging to the dust and said: "This is the one whom Allah Almighty mentioned concerning: {Or a needy person covered in dust}."
Al-Shafi'i used this verse as evidence that a miskīn (needy person) might possess something. This is because if the term miskīn inherently implied that he possessed absolutely nothing, then qualifying it with the phrase {covered in dust} (dhā metraba) would be redundant, which is impermissible (in eloquent speech).
