And it is not for a soul to believe except by permission of Allah, and He will place defilement upon those who will not use reason.

Tafsir
Verse range: 10:100
{And it is not for a soul...} Meaning: None of the souls that He knew would believe [could do so] {except by the permission of Allah}, that is, by His facilitation, which is the granting of divine graces (al-altaf).
{And He places the rijs (abomination/defilement) upon those who do not use their reason} He contrasts the "permission" with the rijs, which is al-khidhlan (abandonment/withholding of divine aid). He contrasts the soul whose belief is known with those who do not use their reason—those who persist in disbelief—just as He says: "Deaf, dumb, and blind, so they do not use their reason."
Al-khidhlan is called rijs—which means punishment—because it is the cause of it.
It is also recited as al-rujz (with a zay). It is also recited as wa-naj'alu (And We place) with a nun.
{Say, "Observe what is in the heavens and the earth." But neither signs nor warners avail a people who do not believe.}
