Surah Yunus: 42

{And among them are those who listen to you} Its meaning is: Among them are people who listen to you when you recite the Qur’an and teach the laws, yet they neither comprehend nor accept. And there are people who look at you and witness the proofs of truthfulness and the signs of prophethood, yet they do not believe.

{But can you make the deaf hear, even if they do not understand?} Then He said: Do you hope that you are capable of making the deaf hear, even if their deafness is compounded by their lack of intellect? For the deaf person who possesses intellect may sometimes perceive and infer when the resonance of a sound reaches his ear. But when the loss of hearing and the loss of intellect are combined, the matter is complete.

{And can you guide the blind, even if they do not see?} Do you think you are capable of guiding the blind, even if their blindness—which is the loss of sight—is compounded by the loss of insight? For the blind person who possesses insight in his heart may sometimes conjecture and surmise. As for blindness combined with foolishness, it is the ultimate affliction.

He means that they are in a state of hopelessness regarding their acceptance or belief, just like the deaf and the blind who possess neither insight nor intellect.

{So will you...?} His saying "So will you..." is an indication that no one is capable of making them hear or guiding them except Allah, the Almighty and Majestic, through compulsion and necessity. Just as no one is capable of restoring the hearing and sight of the deaf and blind—who are stripped of their intellect—except Him alone.

{Indeed, Allah does not wrong the people at all, but it is the people who are wronging themselves.}
