But no one believed Moses, except [some] youths among his people, for fear of Pharaoh and his establishment that they would persecute them. And indeed, Pharaoh was haughty within the land, and indeed, he was of the transgressors

Verse range: 10:83
{But none believed in Moses} at the beginning of his mission {except a few of his people}—that is, a group from the offspring of the Children of Israel. It is as if it were said: "Except the children of the children of his people." This is because he called upon the fathers, but they did not answer him out of fear of Pharaoh, while a group of their children answered him despite the fear.
It is also said: The pronoun in "his people" refers to Pharaoh, and the "few" refers to the believer from the family of Pharaoh, Asiya his wife, his treasurer, the treasurer's wife, and her hairdresser.
If you ask: To what does the pronoun in His saying {and their chiefs} refer? I say: It refers to Pharaoh, in the sense of "the family of Pharaoh," just as one says "Rabi'a" or "Mudar" [referring to the tribes]. Or, it is because he is one who has companions who obey his commands.
It is also permissible that it refers to the "few" [the offspring], meaning: in fear of Pharaoh and fear of the chiefs of the Children of Israel, for they used to restrain their descendants out of fear of Pharaoh for them and for themselves. This is indicated by His saying: {that he might persecute them}, meaning that he might torture them.
{And indeed, Pharaoh was high in the land}—that is, dominant and overpowering in it.
{And indeed, he was among the transgressors}—in oppression and corruption, and in arrogance and insolence by claiming divinity.
{And Moses said, "O my people, if you have believed in Allah, then rely upon Him, if you should be Muslims." * They said, "Upon Allah we have relied. Our Lord, make us not a trial for the wrongdoing people. * And save us by Your mercy from the disbelieving people."}
