Tafsir of Yunus 10:96

{حقت عليهم كلمة ربك} The word of your Lord has been confirmed against them; that is, the decree of Allah which He recorded in the Preserved Tablet and informed the angels of—that they would die as disbelievers—has been established against them, and it cannot be otherwise. This is a recording of what is known, not a recording of what is predestined and intended [in the sense of compulsion]; Allah is exalted far above that.

{فلولا كانت قرية ءامنت فنفعها إيمانها إلا قوم يونس لمآ ءامنوا كشفنا عنهم عذاب الخزى فى الحيواة الدنيا ومتعناهم إلى حين} "Why was there not a [single] city that believed so its faith would have benefited it, except the people of Yunus? When they believed, We removed from them the punishment of disgrace in the life of this world and let them enjoy [life] for a time."
